Crossing the line

In juvenile fiction, is it going too far to have 5 faeries executed for touching a king? My editor suggested it, but I feel that it would be going too far--however I understand its relevence in the story, because it show's the empire's true cruelty. Note you don't actually see it in the story, it is just told to you... almost like this:

The King was in the middle of a deep tissue back massage when the Queen Mother walked in on him. She was livid to the brink of insanity and she had the servant girls executed that evening...

I always find if I have to ask, the answer is no, but this is not always the case. Thoughts on the matter would be greatly appreciated.
